An important part of the role of IHR is to make available well-specified clinical procedures and test materials plus equipment or software that supports their use in practice. This is particularly appropriate where there is a defined need that the market is unable to meet, either because of limited numbers likely to be sold or lack of companies with the requisite sophistication, or for both reasons. The items are sold at cost plus a small administrative handling charge. The high charges for certain speech-perception tests reflect the need to recover part of the development and quality control costs, and to pay royalties to others. Where suitable companies or organisations are available, IHR has been pleased to make arrangements for them to market or distribute products. In many instances products are supported by refereed publications on their development, standardisation or evaluation.

On 1st January 2010 the VAT rate will be returning to 17.5%.
